KEY ISSUES & PRIORITIES

COST OF LIVING
RELIEF WITH REAL IMPACT
Gary’s economic plan is designed to create tangible, immediate relief for working families and Kūpuna:
-
Eliminate the General Excise Tax (GET) on food and medicine.
-
Freeze property taxes for Kūpuna at retirement and on their primary residence.
-
Create tax exemptions for Native Hawaiian homeowners.
-
Ensuring nutritious school lunches for the keiki of Hawai'i while reducing the cost for families.
Why it matters: It allows families to stay in Hawai‘i, contribute to the local economy, and live with security.
This is more than relief — it’s empowerment.

AFFORDABLE HOUSING
FEE-SIMPLE HOUSING AT SCALE
Through the Housing Master Plan, Gary will deliver 15,000 fee-simple homes priced between $400K–$600K,
targeted for teachers, nurses, Kūpuna, and working families.
Execution includes:
-
Land reform and permitting streamlining to cut years off project timelines.
-
Elimination of redundant regulations that stall housing supply.
-
End no-bid contracts to ensure fairness and cost-efficiency.
-
Housing Enterprise Zones to encourage community-led development.
Why it matters: This plan creates generational stability and keeps our workforce here — not priced out to the mainland.

EDUCATION REFORM THAT WORKS FOR HAWAI‘I
Our keiki deserve more than standardized testing; they deserve education that prepares them for life.
Gary’s plan includes:
-
Financial literacy & problem-solving in every classroom.
-
Hawaiian language instruction beginning in 3rd grade.
-
Merit pay for teachers to reward excellence.
-
Proficiency-based graduation, supported by tutoring — replacing the “test-and-graduate” model.
-
Local budget autonomy for each island to meet unique community needs.
Why it matters: Education must serve our local culture, economy, and future — not just standardized metrics.

NATIVE HAWAIIAN
JUSTICE & PRESERVATION
Moving forward with aloha means honoring our past and empowering our future:
-
Form a Hawaiian-led, deadline-oriented action group for justice and transparency.
-
Renegotiate Hawaiian Homes Act terms — addressing blood quantum, land rights, and fairness in access.
-
Advance reconciliation through actionable, measurable policies.
-
Integrate Hawaiian language & cultural education into all schools statewide.
Why it matters: Our cultural heritage is not an accessory — it is the foundation of Hawai‘i’s identity and unity.

END THE CORRUPTION.
REBUILD ALOHA.
Trust in leadership begins with transparency.
Gary will:
-
Establish a Government Transparency Office to make spending, contracts, and decisions visible to the public.
-
Require annual audits of all public-private partnerships and government departments.
-
Forward all corruption cases directly to the Attorney General for swift action.
Why it matters: Taxpayers deserve to know exactly how their money is used and to see swift consequences for misconduct.
